This is "Merry-Go-Round of Life" from Studio Ghibli's "Howl's Moving Castle." Play it as a light waltz, with a smooth melody and accompaniment that doesn't sound too heavy. There are many small notes at the end, but if it's too difficult, it's fine to slow down the tempo.
